I would look into a program called Procreate Painter. I use a pretty old version (2001 version) but the newer versions are just as good (if not better) The software mimics traditional mediums. So together with a WACOM tablet and Procreate, you can do pretty much anything on computer that you can do on paper... with less cost and less cleanup. I still hand draw all my work.. even though Procreate has a pencil option... But I color everything using Procreate now and only use Photoshop CS3 to do editing. I hope that helps!
