I'm going to be honest.. All of those guidelines seem extremely stupid.. Those aren't rules, they're simply a way of them recommending how devs should use early access. They don't actually say anything.

It's great that Valve is offering refunds for shitty games that shouldn't have gotten onto steam in the first place after 1-2 years of the game stinking in their shop. Now the question is if the dev has to pay for that shit or not because that's a large amount of money that they had to refund, and I'm pretty sure that the "devs" of those shitty games don't have too much money on their hands.

Meh, the problem isn't early access (which everyone expects to be filled with crap), the real problem is developers dumping their broken, half-finished crappy games that they made in 5 minutes with stock Unity assets directly into the main store.

There's a good bit of subjectivity in all those though, particularly what is considered a finished working product. Look at crap such as The Slaughtering Grounds, which Steam told the dev was in good enough shape to skip Early Access, and to be put on Steam, even though many regarded it as some unfinished piece of garbage. Seems this may be more lip service, so they can say they are doing "something" about this issue than anything.
